Er bod cyllid i gefnogi camau gweithredu sylweddol i fynd i\u2019r afael \u00e2\u2019r argyfwng gofal dewisol yn hanfodol, mae\u2019n bwysig bod adnoddau\u2019n cael eu defnyddio i gynyddu gwydnwch gwasanaethau iechyd yn erbyn argyfyngau yn y dyfodol, megis drwy fuddsoddi mewn seilwaith sy\u2019n ehangu capasiti megis <a href=\"\/cy_gb-wls\/facilities\/diagnostic-suites\/\">Hybiau Diagnostig Cymunedol<\/a> (CDHs) a <a href=\"\/cy_gb-wls\/facilities\/surgical-hubs\/\">canolfannau llawfeddygol<\/a>.<\/p>\n<p>Roedd y cyhoeddiad yn manylu ar gynlluniau\u2019r llywodraeth i fuddsoddi \u00a312 biliwn y flwyddyn am y 3 blynedd nesaf ar draws y GIG a\u2019r sectorau gofal cymdeithasol, gan enwi\u2019r argyfwng gofal dewisol fel blaenoriaeth i\u2019w ddatrys. Bydd y cyllid sydd newydd ei ryddhau yn cael ei ddefnyddio i ehangu capasiti ysbytai hyd at 110 y cant, gan alluogi 9 miliwn yn fwy o apwyntiadau, sganiau a llawdriniaethau i gael eu cynnal, a bydd yn caniat\u00e1u ar gyfer targedau uchelgeisiol y llywodraeth o drin 30 y cant yn fwy o gleifion gofal dewisol erbyn 2023\/2024. o gymharu \u00e2 lefelau cyn-bandemig, i&#039;w bodloni. Ymhellach, disgwylir i gyfran o&#039;r swm hwn gael ei ddefnyddio fel buddsoddiad cyfalaf mewn CDHs. Ochr yn ochr \u00e2 hyn, clywodd y Senedd gan Ganghellor y Trysorlys a fanylodd ar ymrwymiadau presennol y llywodraeth i ehangu\u2019r gweithlu gofal iechyd trwy ddarparu 50,000 yn fwy o nyrsys a 50 miliwn yn fwy o apwyntiadau gofal sylfaenol i fynd i\u2019r afael \u00e2\u2019r \u00f4l-groniad.<\/p>\n<p>Yn \u00f4l amcangyfrifon gan Anita Charlesworth, Cyfarwyddwr Ymchwil ac Economeg y Sefydliad Iechyd, byddai\u2019n cymryd \u00a317 biliwn i\u2019r llywodraeth leihau amseroedd aros i\u2019r safon 18 wythnos erbyn 2024\/2025. Manylodd Charlesworth ar y ffigurau hyn i\u2019r HSCC ddydd Mawrth 7 Medi, gan nodi bod y brasamcan hwn yn cyfrif am bwysau rhestr aros 12.5 miliwn o hyd wrth i gleifion barhau i ddod ymlaen ar \u00f4l peidio \u00e2 cheisio triniaeth yn ystod y pandemig. Mae\u2019r cyllid sydd newydd ei gyhoeddi yn rhoi\u2019r DU mewn sefyllfa wych i gyrraedd y targed hwn ac yn gosod y genedl ar drywydd addawol i fynd i\u2019r afael \u00e2\u2019r \u00f4l-groniad.<\/p>\n<p>Hefyd yn darparu tystiolaeth i\u2019r HSCC yn ystod ei ymchwiliad oedd yr Athro Neil Mortenson, Llywydd Coleg Brenhinol Llawfeddygon Lloegr (RCSE), a hyrwyddodd sefydlu canolfannau llawfeddygol fel ateb posibl i\u2019r argyfwng hwn. Yn flaenorol, galwodd yr RCSE ar y llywodraeth i gytuno ar &#039;Fargen Newydd ar gyfer Llawfeddygaeth&#039; a oedd yn manylu ar 12 o argymhellion, gan gynnwys toreth o ganolfannau llawfeddygol ledled y wlad, ac ymrwymiad pum mlynedd gan y llywodraeth i fuddsoddiadau blynyddol o \u00a31bn ar gyfer meddygfeydd fel y gwasanaethau iechyd. gwasanaeth yn parhau i fynd i&#039;r afael \u00e2 chanlyniadau cymhleth y pandemig a&#039;r \u00f4l-groniad. Mae&#039;r RCSE yn cefnogi&#039;r farn y byddai adeiladu canolfannau llawfeddygol annibynnol, megis y cyfleuster a adeiladwyd gan Vanguard yn Ysbyty&#039;r Frenhines Mary yn Roehampton, yn paratoi meddygfeydd yn well ar gyfer sefyllfaoedd pwysedd uchel, megis pandemigau posibl, ac yn caniat\u00e1u iddynt barhau \u00e2 llawdriniaethau wedi&#039;u cynllunio&#039;n ddiogel. .<\/p>\n<p>O\u2019r dystiolaeth a roddwyd yn ystod ymchwiliad yr HSCC i\u2019r ystadegau a drafodwyd gan y Prif Weinidog yn ystod ei araith i\u2019r Senedd, mae\u2019n amlwg bod mynd i\u2019r afael \u00e2\u2019r argyfwng gofal dewisol yn fater o frys a\u2019r gallu i ymateb yn hyblyg i anghenion cyfnewidiol y Gymdeithas. gymuned sy&#039;n peri&#039;r pryder pennaf. Byddai sefydlu hybiau llawfeddygol annibynnol a CDHs ar draws y wlad yn trawsnewid y ddarpariaeth gofal iechyd yn y DU, gan gynyddu capasiti\u2019n aruthrol, a darparu atebion chwyldroadol i\u2019r argyfwng gofal dewisol.<\/p>\n<p>I ddyfynnu Dr Goddard yn ystod ymchwiliad yr HSCC, rhaid inni \u201cbyth yn gwastraffu argyfwng da\u201d.
